Abstract
This study aimed at designing a blended learning environment and investigating its effect on developing achievement and motivation among kuwaiti secondary school students. The researcher used the developmental research method, and developed a list of achievement competencies of a course on contemporary environment and development issues. Such list included 20 cognitive competencies, 22mental skill competencies, and 12 motivation development competencies. The researcher also developed a list of instructional design standards for the blended learning environment which included 11 criteria and 53 indicators. The researcher proposed a strategy for blended learning that included 4 stages. Elgazzar (2014) instructional design mode was applied in developing the blended learning environment. Research instrument used by the researcher were: an achievement test and a learning motivation scale. Validity and reliability of research instruments were ascertained. The study sample consisted of 30 secondary school students in the state of Kuwait. A quasi experimental design for one experimental group with pre and post test was applied. The researcher conducted the study experiment and curried out pre and post test applications. Data needed were collected to investigate 5 research hypotheses. Based on data analysis, it was revealed that there was on effect for blended learning application on developing achievement and motivation among Kuwaitisecondary school students.
