Abstract
This research had the objectives to 1) study the levels of opinions of policy, participation, management and strength of Region 5 Provincial Police Cooperative in the upper northern Thailand region and 2) analyze the path affecting the strength of Region 5 Provincial Police Cooperative in the upper northern Thailand region. It is a qualitative research using the sample group from the cooperative members totaled 405 persons and the data were analyzed for descriptive statistics and Structural Equation Modeling: SEM for Path Analysis. The research findings revealed the levels of the opinions of policy affecting the operation results the most with the average mean of 3.28. The factors affecting the overall strength of Region 5 Provincial Police Cooperative the most were the sides of management, policy and participation so there should be additional promotion and training for the police cooperative executives continuously so they use them in the decision making in the operations correctly and reach the specified objectives.
