Abstract
Annual influenza pandemics impose great losses in both human lives and financial expenses. We study a question of how to estimate and increase the immunization program efficiency and possible public benefits of nation-wide vaccination programs. First, we suggest a new multiple-objective mathematical model of enhancing the targeted vaccination program performance in which the objectives are the vaccination quality and program efficiency. Then, for finding the best strategy of vaccination, we use the methodology of multi-criteria TOPSIS techniques with additional constraints. Index Terms - Healthcare Quality, Targeted Vaccination Program, Program Efficiency, Public Benefits.
